Actinic custom add-ons Expert needed

I am going to hire someone to build a add-on for Actinic.
My question is, what skills should they have in order to make a add-on for actinic.

For example should they be expert in Perl , cgi, C++ Programming, SQL, C# Programming, C Programming, eCommerce, Embedded Software, MySQL, Software Architectureor any other area.

I especially want to make changes to the catalog.exe

All the add-ons will be build in catalog.exe , so you don’t have to run any other programs.

To do this you would need the source code of the Actinic software as well as the libraries it references. I can't see Actinic giving you that.

Rather outline what you are trying to do an d maybe someone already has a solution.
