Unfortunately not. Best you can do is to offer a fixed price reduction to the value of shipping.

AFAIK the only way to do something like this at the moment would be to create a 'Free Shipping' product that triggers free delivery (possible using weights). This could be priced at £10 for example and then made free with the voucher code.
