adding a shipping address

hi, In trying sort a pay pal address issue, I now find having got rid of pay pal as a payment option, and having Actinic payments only, the feature to add a different address for delivery rather than th e invoice address is not working,

i click on add a delivery address , and nothing happens .

i have cleared the cookies, i have also unticked remember me ,

any suggestions, please
