Given the extra code that i mentioned to you, it's not a surprise that in actinic it does not work, actinic already has those tags, you're trying to put a page within a page your way, iframes are pretty much the only way to do that.

i can seem to get it to work in a standard html file on another section of ther server

Well the page you specify here is not in acatalog, it is in a sub folder of acatalog and I suspect that is where all the files are that the flash needs to work.

Get it working in acatalog and then move the code into actinic.

Actinic will not let you upload files to other folders just to acatalog (there is one exception) so if you need the files in other places like that sub folder, then you need to manually ftp them to the site.
