Discount Flag

I'm wanting to display some default text in a location that is omitted and replaced by the DiscountInfo if there is an active discount against the product.

I can't seem to get a working block if statement that will exclude the text when a discount is active and have tried cycling through the options.

Does anyone know what I might be doing wrong here?

The code blockif with Standard Discount List should work when placed in the product layout.
