I am trying to change the text colour of the car heading and the total ( the numerical value not the word ) to white so that is stands out without changing the colour of the text elsewhere on the site.

You can change the 'form emphasis' colour (which is used to shade the text you mention) in 'Design | Text'.

To change the font colour itself you need to do some template editing. Open Act_ShoppingCartXML.html and add some <font></font> tags around...
