little vat help please

I have been to the Gov Vat site but still confused as to who and who not i should be charging vat to when they order from my website?

Can someone point me in the right direction as i want to set the vat section up in actinic to automatically not charge vat to countries i add.

at present i charge vat to everyone when they order so need to get this sorted.

Your products will all need to be entered in a 'non vat inclusive' price to start with, then if you go into View | Business Settings and the Tax tab, you can then select for it to tax by 'Delivery' location, and your EU and UK Zone should then list the members that the VAT is applicable to, except for the most recent additions to the EU, which you will need to update by using the Edit Zone option.
