Have you changed your network settings or anything like that which might make Actinic think that the site has not been uploaded under those settings?

Check the Advanced | Network Setup page to see if your settings are sill in there as per what they should be and then try a test action to confirm that they work to see if this kicks it back in...

If Actinic thinks something's changed you'll have to do an Upload before the download arrows become usable again.
