I have noticed that unless a shipping charge is applied on an order, then access to the UPS tracking mail and track package features are unavailable. We often offer free shipping with larger orders, but "free shipping" grey out the the tabs and stops the useful feature.
Check the shipping and handling tab on an order to see what I mean. Only repackage and recalculate are available options.
