Problem with Issue Number on Checkout Page

Can anyone help with a frustrating problem. Act_Order03.html - the Java payment Applet seems to insist on an Issue Number for all credit cards. This is a nuisance because most cards don't show an Issue number and normally this is not required on cards other than Switch. I have had to place an instruction at the top of the page because we are losing customers over this. Can anyone shed some light as to how to rectify this problem?

Go to business settings>payment and security and select that payment method. Then click on 'configure method' and you'll see a table that allows you to set which card types require which information.
