One of our customers has found a problem with custom locations and it's reproducable.
If you have sub-districts setup for tax purposes, as is very common for US locations, and an order comes in having used this particular sub-district, opening the order results in a warning that tax treatments have changed and the location defaults up to the highest level (in this case - the United states) - it is NOT possible to set the zone back to the custom sub-district, as it insists on reverting back to the USA.
This means that we can't use sub-districts for tax treatment - they are useless at this point.
This failure occurs for both ONLINE and OFFLINE orders.
Example:
setup sub-district of Colorado - Denver Metro
setup sub-district of Colorado - Adams County
setup sub-district of Colorado - City of Northglenn
(each of these are different taxable zones- each has their own tax level).
For each zone, a tax was setup at the applicable rates - any rate will do for testing purposes.
Placing a test order via the web site and retrieving the order is fine - opening the order in Actinic is fine - the problem occurs when you select the "Lines" tab - then an error message appears as follows:
- which is REALLY odd - as I never wanted to change the location ANYWAY - Actinic did it on it's very own!
This is actually preventing a site from going live - and it WILL prevent me processing orders on a couple of sites that are live on 7.02 is taxable goods are ordered for the tax zones we have setup.

The taxes to be applied to this order have changed as a result of changing the location.
You should verify that the tax in any adjustments or back orders are still correct.
