...would be a kind of `frequently asked questions` page, (generated by Actinic of course) with a list of questions at the top, which, when clicked scroll down to the appropriate anwser. Kind of standard equipment with a lot of 'sites nowadays.

Have a look at the Knowledge Base (link at top of this page). This is a standard Actinic Store with zero price, not for sale products as the topics.

It doesn't do the Index at top of page bit but you could easily add a single "product" there containing links to the items below. Each product has an anchor called "a<product reference>" that you can link to.
