CustomVar Section Images

I have a CustomVar in the Act_Primary which inserts an image at the top of the page - this is specified in the section properties field.

This is fine when applied to each section and subsection. When the section has subsections the section takes on the CustomVar of the last subsection regardless of the file specified. If I leave the seaction property blank the image is removed - yet specify a file and it always defaults to the file specified in the last subsection.

Any clues or is this a bug in Actinic?

The bug being that the customvar takes the last value specified, not the default value, if remain blank.
