What I want to know is how they got the header links to stay the same, no matter which page you are looking at.

See how in my example the links in the header keep changing

This is done by creating your own primary template(s) and if you have to ditching the brochure pages.

That site you mention are not using an Actinic theme - they are using a hand-coded design produced by an Actinic designer.

By default, Actinic navigation buttons are context-sensiteive (i.e. different ones appear on different pages)
