If I am following correctly, you have one product let's say property map.

That product is priced the same for all authorities, but the disbursement charge varies.

If you set up a hidden product for each disbursement cost, set this hidden product up to have no tax, then under the property map product add components, one named for a each local authority, and associate that component with the correct hidden product and tick the use associated component tax...
