Limiting Sales & Shipping to UK and EU Countries

How do I limit sales & shipping to UK and EU Countries? And prevent customers from selecting another other country?

Also, I will be using one shipping price for the UK and another for an EU country. Within the checkout, how do I automatically attribute the UK shipping price to the UK and the EU shipping price to the EU country?

Have a look at "Advanced" - "Locations..." for the countries list.
Then in "Business Settings" - "Shipping and Handling" look for "Shipping bands. Check "by zone" and make a right click in the empty field under "by zone" and "by class". Select New Zone. Create a zone name "UK" and put only the UK in it. Create another zone named "other EU countries" and put the other european countries in it. Afer this you'll be allowed to fix shipping prices for both these zones.
