Images not showing up

I have several images I want to appear next to our logo on every page. I inserted the images (.jpgs) on the act_primary page. The images appear when I preview the page in my browser but when I look at pages in Actinic, the images are X'd out. Is there a different way to add these images to the top of every page?

images are best saved in the root of the Site directory so they work from all locations or you can place a copy into the PreviewHTML directory of the site so they work in preview mode.
