Transfer ownership of Bus v7 after sale?

Can I sell my copy of Actinic Business V7 and transfer ownership to the new buyer? I need to buy the developer version - should have bought it originally.

why not upgrade from business to developer?

upgrade means developer will be cheaper, but also means you can't sell your copy of business
