We've just had an order come in for an out of stock item and its still psp pending with sec-pay. Is there a way I can cancel the order as I obviously don't want to charge a customer for a product they will not receive!

If you cancel the items in the order then the order should complete.
You'll probably also want to cancel the payment in secpay, although that may not be necessary.
