I take it that you've put the 'Prefer Not to Say' because the other info prompt field is required. I don't know if you have just edited 'Design | Text' Phase -1 ID 2161 but I think you may need to edit a perl script too. See this kb article.

Alternatively, to make the other info prompt optional without having default text in there, you can follow this article
