Adding user specific text at add to cart stage

My client has started selling number plates and I want to know if there was a way at 'add to cart' stage that a user could enter the letters/numbres they wanted beffore adding to cart. The number plates will have several options which an be controlled by choice drop downs howveer the one I can't find an answer to is the content of the plate itself whcih will be unique to each purchase.

Go to "Product Details|Layout|Other Info Question"

Enter here the text you want to appear as a prompt eg "enter letters/numbers" or whatever else you want. This will then become a required field.

As this is a product related prompt I would use the "other info question" under "layout" in the product details themselves?
