HYPERLINKing LEFTBARTEXT

On my site I have LEFTBARTITLE and LEFTBARTEXT. To edit them I go to Design Options. What I need however, is to associate each with a hyperlink. Is this possible? (Apologies if I am missing something obvious, I am an Actinic newbie!)
