Fragment problem

I am trying to put a fragment into the rrot page of my catalogue. When the fragment is created it appears below the sections I have created. I want it at the top of the page, but it will not move. Moreover, when previewed the whole section list is reproduced below the fragment ( as well as being above it). Why? and please help to resolve.

Hi Steve

Please try this. Go to Design | Options | Sections and under Default Location and arrangement of Section lists, select Bottom. This will place the section links below the fragment on the first shop page.
I am presuming the option is set to Both at the moment which is why they are being displayed twice.
