We have generated 4 complete PDF formatted catalogs. Can we place these within our actinic software so that our customers can access them yet not copy them?

By virtue of placing them online will mean that they will have certain functionality within the PDF document framework.
You can (dependant on the PDF creation tool) set encryption on the resultant PDFs, also prevent additions, modifications, maybe saving etc etc, so really this would be down to your PDF creation tool.
To upload them using actinic, create the link in the page where you want them to appear, and add them to the Advanced | Additional Files option.
Typical link you might place in a text area of a brochure fragment or product text area might be:
!!<<a href="http://www.mydomain.com/acatalog/my-pdf-documents.pdf">Click here for the PDF</a>>!!
