Capitalizing Address Input

I have inplemented JS formating of the customer input on all address input fields but can't get it to work on the County (ADDRESS4).

Is there a solution to the problem of highlighted by DAVID N in this thread?

Hi there

Just got something back from development, looks like it is a bug. Here is what they have written

However, I have in the meantime found that there is a bug and that any
code in the <INPUT> tag after the VALUE= parameter will be removed.

Simple solution is to put the onChange before the VALUE= parameter.
