Actinic (which you can change in Design | Options | Layouts) assigns defaults for the different layouts (html) for different elements of how the site is created, i.e. the section links (html) and the product display (html).
At the section level you can use different methods (views) of how the sub sections and the like are displayed by selecting them from those provided in the drop down or by creating your own, which is the same for the product layout, i.e. generally all of the products will be set to "Use parent", which means use the product layout as defined higher up the content tree, or in the default settings, which you can override at the section level or at an individual product level..
