Shipping to NEW York USA and USA?

Hi,
I got a pricelist off my parcel delivery company, delivery is cheaper to New York than the rest of the USA. When I try and implement USA and just New York it keeps saying that I have selected the item in 2 zones. Can I not separate them?

Alternatively as the Royal Mail prices are the same for the whole of the USA can I specifiy New York in 2 zones?

It is possible to make a zone consisting only of New York, but then New York has to be removed from the USA zone. You will have to then apply all the common shipping classes to your new New York zone. For the special parcel rate - the answer may be a additional shipping class, restricted by zone - which only applies to New York.
