shipping zones

I am being a complete thicko today so can someone please tell me how to set up 3 shipping zones for the following:

1. UK - free P&P
2. EU - Flat rate of £1.50
3. US - Flat rate of £3.50

After reading the instructions I still cannot figure it out.

I do this by using shipping by weight.

then you ship 999kgs for free to the UK
999kgs to the EU for £1.50
etc
