Free shipping to local county (UK)

I am trying to set up the following:

All the products in the store are shipped by weight.

Is it possible to have free shipping to loacal areas based on the county.

i.e free shipping to any plave in Somerset.

You could split UK into two locations (UK Somerset and UK Rest of the UK) in Locations, then remove the current UK zone from your shipping tables in Business Settings and substitute the new Rest of the UK location. Add UK Somerset as a new shipping zone and create a zero cost shipping class table.
