Creating my own index page

Apols if this has been answered many times before but i cant get the hang of what exactly I need to change

What template do I need to change?
what do I need to change?
Can this template be amended in DW?

What would be some good code to start with?

I hope an answer can be provided not only to help me but I am sure many other beginners to Actinic.
