Trying to flat file import, but getting dups

I'm trying to do a flat file import but I'm getting loads of duplicates show up. This is wierd, 'cos if I limit my import to about 10 products and 30 upsells it imports fine... but as soon as I try to import, say, 50 products with 150 upsells it starts complaining that :-
Line 55: The product reference "17" is the same as an existing product....
Line 57: The product reference "18" ...
However these products are NOT duplicate refs.
I thought it was the upsells, as these have product refs similar to the original product but "1!17", "2!17", "3!17" etc.
The strange thing is why do the first 16 products import fine, when these all have upsells which refer to existing products too.
