layout of cart pages

I am using actinic to build the website http://www.worktops4kitchens.co.uk/
On my brochure & product pages I have a left hand menu listing the top level sections using the variable NETQUOTEVAR:TOPLEVELSECTIONSTOP in my templates.
I have tried using this variable in the template Act_PrimaryCheckout.html but when the .pl page is built the substitution for this variable does not appear.

Any help appreciated

Guess you have sorted this one out. Had a look around on the store and the menus appear consistently all thorough the checkout.
