Upsell on cart page - how?

I was following another thread and saw the site below mentioned regarding it's upsell features on the cart page.

Norman has an upsell feature at www.drillpine.biz

It seems to me that Charlotte Naturals have created a page called bestsellers.html, its looks as if it is a straightforward actinic section. This page is then placed in an iframe.

simple and effective - i may try it myself with my Xmas specials
