template modifications

I am trying to modify templates and I am having no luck!
I have the adv user guide but I think I may be missing something

I have modified the act_primary and act_brochureprimary within dreamweaver.
Now when I preview my site the first page is fine but when I go to the terms and conditions page or the contact us page it is different from the main page. I have a left bar with my products listed when i go to terms and cond it shows the word products but there is no products listed?! I cannot find what page I need to modify because I cannot modify the primary ones??
