What is the use of this ? As I do not have the files information.css on my website, may I cancel this link ?

That <link...> line isn't generated by Actinic so must be a relic from some previous customisation.

The <script...> line starts some JavaScript - this usually ends </script> somewhere down the page. Withoput seeing the entire routine it's hard to say whether it's required or not.
