With Actinic design is controlled by templates BUT the underlying code is exactly the same for every site so they perform equally well on the SEs - any differences are down to on page SEO. V8 is far far better than V7 and if you are looking for a better validated site design then upgrade and see the difference it makes. There is a thread on the subject of W3C and V7/8.
