Shipping Charge by Value in One Zone, and by Weight in Another

We've retained a simple shipping structure based upon order value (two bands), which works very well for orders in the UK. However, with a number of orders coming in from other European countries, it is clear that this does not work outside the UK (we're losing a ton of money on a lot of the larger orders) and we need to adopt a more precise pricing structure by weight to more accurately reflect the costs we are incurring for shipping the package to the customer.

How do we retain Shipping by Value in the UK whilst charging shipping for items destined for other European countries by Weight?

You can either ship by one method or the other - alas not a combination. This is a common request / bugbear with Actinic which hopefully will be resolved in v8 (gentle nudge to the mods)

Shipping by weight - whilst being a pig to set up - does allow the best overall flexibility in shipping, especially is shipping overseas as well.
