I've just tried your product layout code, with a default store, and with the code for the quantity field I have you earlier, and it worked fine. So there is something else the matter.
Could I ask you to check 'Act_OutOfStock.html' and check there is something in it.
Also check that there is some text in 'Design | Text | Web Site (cont) | General Information' for the 'OUT OF STOCK' text prompt.
Failing that, all I can suggest is registering an email support request at http://www.actinic.co.uk/support/register.htm and send in a snapshot. Hopefully the support team can see whether there is something else causing the problem.
