Limited by Location Problem

I am trying to set up payment methods Limitied by Location. However I cannot seem to add all the US States.
If I add just United States as a country and I try to upload, Actinic gives me an error message saying that not all regions have been allocated, and lists the American States.
The States themselves are not listed in the right hand pane, so I add them in the top pane and then to the list on the left. I click apply, then OK but get the same error message when I try to upload.
When I check back I see that the list of states has mysteriously gone from the left hand pane.
Can anyone tell me what I'm doing wrong please?

Have you created a tax rule for the US?

Normally, it's a case of check the Advanced | Locations to ensure they are listed, set up tax in View | Business settings (i.e. add them to a tax free zone), set up shipping in View | Business Settings.

Limited by Location

Thanks for that. You drew my attention to the solution. It is not necessary to list the individual states of America in the Shipping Zone, so having extracted those they were no longer being called for in the Limited by Location list.
