Tax message prompt & box

Is it possible to remove the message box in the tax exemption section - this is primarily for Channel Island customers who do not pay VAT and there is no ''message'' to insert. Actinic will not let customers move the next stage unless they enter a message even if you leave the message prompt box empty.
