Tax exemption prompt missing

I cannot seem to get the tax expemtion prompt to appear.

I'm pretty sure it's configured correctly but does not appear in the order page.

What could be wrong?

In View | Business Settings, tax tab - have you ticked 'allow exemption'?

Do you have tax set up for the country you are placing the order from?

I have 3 tax zones. EU, UK and others. I am ordering from an EU country.

Just created an order and chose Germany as my country - I did get the VAT exemption box
