Limited by delivery address but not invoice address

We sell large heavy items (wood burning stoves) which we offer free delivery on in the majority of Mainland UK. Unfortunately we still have a number of people ordering from Northern Ireland and other offshore islands, which we can not deliver to due to excessive charges and the extra possibility of damage.
We are happy to deliver to UK ports for these people and therefore happy to take orders from them, but is there a way to allow ordering and therefore invoice address from a wider area than you allow for the delivery address. Currently on Version 6, but have version 7 which I'm waiting to upgrade to when I get the time.

Any ideas?

Have you tried to set Tax to charge by Invoice Address and then set up shipping for only within the UK, make sure to select if shippign band not defined, 'Do not allow Shipping'.
