Help!

Hi,
I have just added free shipping to orders over £95, but customers are getting to the end and it is adding 11.99 postage.
I think this may be in Paypal but I can't see how or where this would be set.
I have selected the setting in Actinic for orders over this, and also made it so order over 80.83 (ex vat) are charged at 0.00 which can been seen in the select shipping by customers. It is after this when going through to paypal to login that the 11.99 is added.
If invoice with order is selected it is not adding the 11.99!
Please help as customers are obviously not ordering because it should be free.
This is urgent so please help.

I just tried buying a truck for £279.00 and it stayed at £279.00 all the way through to paypal. At least this eliminates actinic, but is paypal adding postage for you ?
