I've got 2 shipping zones

with in the UK every order is shipped for £1
Calculation basis = total quantity
quantity 999 £1
Excess take highest value in table

Europe
every item in each order is shipped for £3.75
calculation basis = total quantity
quantity 1 £3.75
Excess increment highest value by £3.75 per 1
