Merge Error

I have been trying to install my site onto a new server.
The upload is fine untill the last part when i receive the 'A server error occurred while attempting to merge server files'
Having looked at the help files
i have changed the CGI numbers [1-4] tried them all.
I also did a purge and refresh.
I even changed ISP to see if i could get it to load quicker than the 1hr it takes each time.

All that happens is that i get the same error each time.

Can anyone suggest what i do next to get the site back up.

Try enabling passive ftp. This sometimes helps.

I have passive FTP transfers ticked also enhanced FTP and Ignore passive transfer errors
I have unticked them one at a time still no joy.
Changing each setting and them testing returns the ok message.
I do not know what to try next

Next I'd check the file permissions. 755 for the cgi-bin and acatalog (sometimes acatalog needs to be 777).
