Change Basket from Checkout

Punters who don't bother viewing basket and go straight to checkout cannot then change/remove products. Anyone any ideas on which page is the FIRST of the checkout pages and/or how to provide a link back to view basket so customers can adjust qty/remove items? Tried fiddling with Act_Order00 and so on but no joy.

I use a modified version of Act_PrimaryCart and use this for my checkout and basket pages. The top part of the template matches my Act_Primary template and contains links to Basket and Checkout.

I then set this template in - Design|Options|Layouts - for View Cart Layout & Checkout Pages Layout.
