    Alex,

I think you have to add the image as an additional file by going into advanced & additional files etc

After this upload your site and all should be ok.

You are referring to the HTTPS version - is there a version on the HTTP server?

Yes - the link you have is to a secure server which will probably restrict hot-linking of images outside of the PayPal domain ... try and find a copy on the normal (http) server you can use. Failing that grab a screen copy and create your own image to use and upload.

Are there any instructions on the PayPal site? I do not use it but I am sure there must be somewhere

I've looked before for available Paypal images to hot link directly from Paypal with no luck. The link code they give you on the Paypal site for the image doesn't work (or didn't when I tried some time ago). I think you'll have to copy the image and insert it into your site yourself rather. They might be copyrighted but I would think it should be considered fair use, I believe most people do it - I do. Just right click on an image that you want - save it into your Site 1 directory then add it into the template or fragment that you want. (If you add it to a fragment you will also need to add it to the additional files in Actinic)
