Shipping Calc by Quantity but with Free over $xx

Could someone confirm my findings that the current version does not support a "Quantity" based shipping calculation that has a "Free Over" amount based by $, it can only be set globally? Meaning that we cannot offer free shipping over $49 in the U.S. ONLY, while still using a quantity based shipping calculation?

You are correct in your assumption. The free over is a global setting and cannot be limited to location.
