I am setting up some special offers eg 6 for price of 5, BOGOF. Is there a way I can test this without uploading the site and doing it live?

Only way would be to install all of the local (server) tools needed on your local desktop machine (apache/ftp etc) and then change your network settings to upload to this instead of the live site, which will allow you to then test through all of the perl stuff locally.
This is explained (on how to set this all up) within the Advanced User Guide available within the Actinic website, but would be the only way to test it all fully prior to uploading.
Dont forget if you do this, you will have to have 2 sets of network files which you switch between, local run and remote one.
