More Tweaking - Sales Tax Question

I've set a universal processing fee (handling fee) of $2.75 per order. The problem is that Actinic is calculating sales tax on the fee. I only report sales tax for sales within my state. All else is interstate commerce. In my state the handling fee is considered a special charge and is, therefore, not taxable. Is there a way to keep the tax from being calculated on the fee?

If you have 'Handling Charges Made' and do not want to tax that amount, use the drop down under 'Tax Rate' on the handling side and select exempt.
